Job Description: This is responsible municipal law enforcement work in the protection of life and property through the enforcement of laws and ordinances. Work involves responsibility for the protection of life and property, prevention of crime, apprehension of criminals, and the enforcement of laws and ordinances in a designated area on an assigned shift. Work is performed under the general supervision of a Sergeant. Work involves an element of personal danger, and officers must be able to act without direct supervision and to exercise independent judgment in meeting both routine and complex emergency situations. Work exposes employee to potential for contact with blood-borne pathogens, dangerous people and situations. Work assignments and instructions are received in general terms from a sergeant or superior officer who reviews work methods and results through reports, observations, and discussions.
Patrols a designated area of the City in a patrol car; makes police presence known in a manner that contributes to deterrence of law violations; prevents and discovers commission of crime; apprehends criminals and offenders; enforces vehicle and traffic laws; makes police presence known in a manner that contributes to deterrence of law violations; uses radar devices to enforcement speed limits; issues summonses. Answers calls and radio complaints involving automobile accidents, misdemeanors, and felonies; conducts accident investigations and criminal investigations at the scenes of crimes; apprehends criminals and offenders; gathers evidence; locates and questions witnesses; interrogates suspects; writes citations and makes arrests as required by circumstances; testifies as a witness in court. Establishes traffic control and police protection at incidents which may attract crowds; performs police duties at parades, processions, and other public events in assigned area; checks and reports on deficient street lights, signs, road surfaces, or other facilities which serve the public. Checks doors and windows and examines premises of unoccupied buildings or residences in order to detect any suspicious conditions; gives information and provides assistance to motorists and the public. Conducts investigations; interviews witnesses, victims, and others and takes statements; interrogates suspects; examines records and collects evidence to be used for criminal prosecutions; testifies in court; prepares detailed investigative reports; serves warrants, obtains subpoenas, and makes arrests. Prepares arrest and incident reports and maintains appropriate records.
Requirements: Graduation from which school (or GED); or any equivalent combination of accepted education and experience that would provide the knowledge, abilities, and skills necessary for police officer. Successful completion of basic law enforcement officers training program prescribed by North Carolina. Possession of a valid driver’s license in good standing. Ability to maintain certification as a Police Officer.

Job Description: Provide leadership and the necessary engineering oversight of capital improvement projects, annexation, and storm water and other engineering related projects as well as buildings and grounds. This position reports to the Assistant City Manager. The Director is expected to organize and direct engineering work in accordance with established city codes and policies. Supervision is exercised over and direction is provided to technical engineering personnel engaged in mapping, surveying, and other engineering work. Develops and monitors project budgets; writes specifications and develops estimates, writes contracts, preparation of plans for small projects; works with consulting engineers in the inspection and oversight of construction projects; ensures permits and other requirements are in compliance with applicable city codes; GIS implementation and compliance with mapping standards. Plans, coordinates, and oversees the work of the engineering staff in the performance of their engineering and construction activities; establishes department policies; establishes priorities; plans, schedules, and monitors progress of work; evaluates the performance of subordinates and makes recommendations on personnel actions such as hiring, firing and promoting employees. Review plans and specifications for city and private construction projects; meets with developers, architects, engineers; negotiates contracts and agreements; oversees the administration, reviews and approves scheduling and progress of projects, conducts inspections, approves invoice payments. Provides technical engineering advice and assistance to other city departments as required; performs surveys, updates city maps, conducts various studies; performs inspections of utility and streets projects; prepares and makes presentations to City Council and Commissions regarding various proposed or on going capital improvement projects. Represents the City in contacts with other governmental jurisdictions and the public; meets with citizens and businesses on engineering and infrastructure matters; attends special meetings with citizen groups and answers questions at public hearings regarding special assessment projects.
Requirements: Minimum requirements include possession of an Associate’s degree in civil engineering, technology, and minimum of 3-5 years of experience in the practice of Civil Engineering, including responsibility for planning, directing and supervising Public Works/Public Utilities projects, or any equivalent combination of training and experience that provides the following knowledge, abilities, and skills including an extensive knowledge of AUTOCAD and ARCGIS software.
Thorough knowledge of the principles, practices and procedures of Civil Engineering, Architecture and construction, particularly as applied to city Public Works, including Utilities. Thorough knowledge of water distribution, sewer collection, water and wastewater treatment, streets, and storm drains including regulatory issues regarding storm waters, such as storm water management plans and NPDES. Considerable knowledge of the laws and regulations related to the development and construction of public improvement projects. Must be an effective communicator. Ability to analyze proposed contract modifications and judge whether proposals are justified, appropriate or applicable. Ability to establish and maintain effective working relationships with subordinates, other agency heads, consulting engineers, developers, architects, and the public.

Job Description: Assists the Plant Manager in advanced technical and supervisory work in the operation and maintenance of water or wastewater treatment plant and associated facilities and equipment. Work involves responsibility for scheduling, assigning, and prioritizing work, coordinating training, conducting performance evaluations, monitoring employee performance, and overseeing the operation of the plant and plant laboratory. Controls the flow and processing of water, wastewater sludge and final effluent; establishes operating parameters and implements process adjustments; schedules backwashing of filters, maintenance, pumping and delivery of sludge to landfill; ensures special laboratory tests are conducted; schedules outside maintenance services. Supervises personnel engaged in plant operations and related activities; ensures standard operating procedures are followed; makes assignments; monitors and reviews work assignments; participates in the training of new employees; recommends disciplinary actions and evaluates performance; performs the duties of the Plant Manager/Director in their absence. Handles immediate problems with water quality, operations, equipment malfunctions on a daily basis; responds to plant on-call on 24 hour basis. Performs administrative duties such as assisting with budget preparation, reviewing and auditing payroll; writing and reviewing monthly reports. Performs laboratory tests in absence of Chemist; operates plant in absence of operators. Take samples from booster stations in various locations around the City. Must possess the ability to effectively communicate both orally and in writing. Be willing to perform other similar duties as assigned.
Requirements: Graduation from high school (or GED) and six years of progressively responsible experience in the operation of a treatment facility, or any equivalent combination of accepted education and experience that would provide the following knowledge, abilities, and skills:
Possession of a Class A Surface Water Certification and Grade I physical/Chemical Wastewater certification as issued by the state. Thorough knowledge of modern laboratory techniques related to treatment and analysis. Thorough knowledge of the principles, practices, equipment, materials, and operating procedures of a treatment plants. Considerable knowledge of state and federal regulations governing the operation of potable water systems and treatment plants. Considerable knowledge of the occupational hazards and safety precautions involved with chemicals, high voltage electricity, climbing high altitudes, dangerous atmospheric conditions in confined spaces and bio-hazards associated with the work. Thorough knowledge of the construction and operation of valves, pumps, and backflow prevention devices. Considerable knowledge of the principles and practices associated with utility operations administration. Knowledge of all laws and ordinances governing backflow prevention.
