Council Composition:
The City of Henderson has a council-manager form of government.
The City Council is non-partisan and is comprised of the Mayor and eight (8)
Council Members (four holding at large seats and four holding ward seats). The
Mayor and City Council Members serve 2-year terms on a non-staggered basis, the
City Council Members have an equal vote and the Mayor votes only in the case of
a tie.
Council Responsibilities:
City Council is the legislative and policy-making body for
Henderson and is the final authority on most matters related to the City. The
Council is responsible for appointing the City Manager, City Attorney, City
Clerk and members of various boards and commissions; enacting
ordinances and resolutions, adopting the annual budget and authorizing contracts
on the City’s behalf.
Council Meetings:
Henderson City Council Meetings are held in the City
Council Chambers of the Municipal Building, located at 134 Rose
Avenue, Henderson, NC 27536 on the second Monday of each month at
7:00 p.m. and the Short Regular Meeting on the fourth Monday at
6:00 p.m. with Work Session immediately following.
Citizen Participation & Guidelines:
The following statement appears on all Council agendas:
“Special Note: The Mayor and Council, at a Retreat held
on 12/6/05, decided to make “Speak Up Henderson” part of the City Council
Meetings beginning with the first Regular Meeting in January, 2006. Each guest,
signing up to speak at the meeting, is asked to limit comments to five (5)
minutes. Anyone wishing to speak during this comment period is asked to sign up
with the City Clerk prior to the start of the Council Meeting. A sign up sheet
will be provided by the Clerk. Although the Mayor and Council are interested in
hearing all concerns and observations, speakers should not necessarily expect
specific Council action or deliberation on subject matter brought up during the
public comment section. Topics requiring further investigation will be referred
to the appropriate City official, staff member, Council Committee or agency as
appropriate and may, if in order, be scheduled for a future meeting agenda.
Speakers are reminded that individual personnel issues are confidential by law
and will not be discussed. Complaints relative to specific individuals are to be
directed to the City Manager.

The Henderson City Council meets in Regular Session
on the 2nd and 4th Monday nights of each month in the City Council
Chambers of the Municipal Building, located at 134
Rose Ave., Henderson, NC beginning at 7:00 p.m.
