Let me take this opportunity to welcome you to the City of
Henderson’s website, which we hope will both inform and excite you
concerning our dynamic and customer oriented community. As you will
discover, Henderson has not only a rich
history, but offers many opportunities for commerce, recreation and
education. I encourage you to “browse” our site, familiarize
yourself with our organization and follow links to other agencies
and organizations which will enrich your time spent with us.
The great State of North Carolina is recognized across the United
States for having some of the very best local governments anywhere
in the country and Henderson is proud to be among that esteem group.
Organizations and agencies such as the National League of Cities (NLC),
the North Carolina League of Municipalities (NCLM), the State’s Local
Government Commission (LGC), the Institute of Government of UNC-Chapel
Hill (IOG-UNC), along with other educational institutions, our corporate
community and, most important, Henderson and North Carolina
residents. All are a part of what makes Henderson a wonderful place
to live, work, raise a family and enjoy yourself.
The City of Henderson operates under the “Council-Manager” form of
Government prescribed in North Carolina General Statute 160A-148,
and is fairly typical of those found nationwide. Particular
responsibilities, powers and duties are:
- The responsibility to appoint, suspend or remove all City
officers and employees not elected by the people, and whose
appointment and removal is not otherwise provided by law.
- The responsibility to direct and supervise the administration
of all departments, all agencies of the City, subject to the
general direction and control of the City Council, except as
otherwise provided by law.
- The responsibility to attend all meetings of the City Council
and recommend measures deemed expedient.
- The responsibility to see that all laws of the State and City
Charter and the Ordinances, Resolutions and Regulations of the
City Council are faithfully executed within the City.
- The responsibility to prepare and submit the annual budget and
the capital program to the City Council.
- The responsibility to annually report to the City Council the
status of the City’s finances, administrative activities
and to prepare other reports from time to time, and to make associated
recommendations to the City Council, on matters related to the
operations of the City.

Obviously, these varied responsibilities and duties require the
support, assistance and expertise of a qualified municipal
government team.
The City overall, as well as the City Manager’s Office, believes
public service is a high calling and prides itself on the many
partnerships, collaborations and joint efforts and ventures, which
are all intended to enhance the quality of life for all of our
citizens, taxpayers, customers and visitors to our community. Please
